Pulsar Helium's (AIM:PLSR) path to development at its Topaz project in Minnesota has been strengthened by a new state helium extraction law, stockbroker SP Angel highlighted in a note.
Analyst David Mirzai says the combination of clearer permitting guidance and Pulsar’s completion of formation logging across its Jetstream appraisal wells materially reduces technical and regulatory risk for the primary helium exploration and development company.
SP Angel highlighted continuing progress in terms of operations, with the company seeking quotes to drill up to four production wells to supplement two already production‑ready wells, whilst progressing a LOI with Chart Industries for FEED on an integrated CO2 capture and helium liquefaction facility.
Mirzai, meanwhile, pointed to the completion of state rulemaking, the environmental permitting and securing of FEED work as near‑term catalysts that would underpin a move to development‑ready status by mid‑2026.
